CANDICE RECEIVED HER BACHELOR OF SCIENCE DEGREE FROM AUSTIN STATE UNIVERSITY IN 2006.

SHE RECEIVED HER JURIS DOCTORATE FROM THE NATIONAL SCHOOL OF LAW IN 2011.

HER PRIOR EXPERIENCE, WORKED AS AN ASSISTANT GENERAL COUNSEL WITH THE TENNESSEE DEPARTMENT OF CHILDREN SERVICES SINCE AUGUST OF 2015. AND PRIOR TO THAT, GOING BACK TO 2012, SHE WAS IN THE PRIVATE PRACTICE OF LAW, SHE HAD HER OWN LAW FIRM AND SHE WORKED IN A LOCAL FIRM AS WELL FOR A PERIOD OF TIME. SO I JUST WANT TO INTRODUCE YOU TO CANDICE. SHE -- WE HAD A MULTI-MEMBER PANEL THAT CONDUCTED A SERIES OF INTERVIEWS AND THE ULTIMATE CANDIDATES, THE LAST COUPLE HAD TO GO THROUGH TWO VERY LENGTHY EXTENSIVE QUESTIONING SESSIONS. SHE DID A GREAT JOB. SHE WAS UNANIMOUS PICK OF ALL OF THE MEMBERS OF THE PANEL. AND I'M JUST SO PROUD TO PRESENT TO HER TO YOU.

ADULTS ARE JUST AS LIKELY TO BE UNINFORMED OR DISINTERESTED. TENNESSEE AS A STATE IS 45TH IN POLITICAL ENGAGEMENT. CEMENTING VOTING AS AN HABITUAL BEHAVIOR IN HIGH SCHOOL MAY SERVE AS AN EFFECTIVE MOTIVATOR TO TURN THIS POLITICAL INACTIVITY AROUND.

16 YEAR OLDS ARE NOT SUDDENLY GOING TO KNOW MORE ABOUT GOVERNMENT WHEN THEY TURN 18.

FACT, AS FOR BEING EASILY PERSUADED, NEUROSCIENCE ARGUED THAT SINCE VOTING IS ANONYMOUS AND INDIVIDUAL, YOU DO NOT GO INTO THE BOOTH WITH ANOTHER PERSON, THE POWER TO REACH DELIBERATE MEASURED DECISIONS WITH HUMANS TAKE TIME TO WEIGH INFORMATION, AND WHICH 16 YEAR OLDS DO AS WELL AS 20, 30 OR 40 YEAR OLDS IN TESTS.

FACT, SOCIAL MEDIA AFFECTS ALL AGES. CIVICS EDUCATION TO UNVEIL HOW THE MEDIA CAN BE USED TO MANIPULATE USERS TO VIEW ALL MEDIA CRITICALLY.

RECOGNIZING FAKE NEWS AND FAULTY PROPAGANDA. >> SOME TEAMS MAY EVEN TAKE VOTING IN CERTAIN ELECTIONS AS A JOKE, WITHOUT PROPER UNDERSTANDING OF THEIR ACTIONS AND REPERCUSSIONS. FACT, 10,188 TENNESSEE ADULTS VOTED FOR KANYE WEST IN THE 2020 PRESIDENTIAL ELECTION. THE CHANCES OF A JOKE PROPELLING INDIVIDUAL STUDENTS TO THEIR OWN INDIVIDUAL POLLING SITES, PROCESSING THE BALLOT INDIVIDUALLY AND BEING THE PRIME MOTIVATOR IS MARKING THE BALLOT IS SLIM. NO GREATER THAN WITH ADULTS.

OBVIOUSLY, IT ISN'T ONLY A CHANCE FOR TEENS. >> THE MOST POWERFUL ARGUMENTS FOR ALLOWING 16 AND 17 YEAR OLDS TO VOTE. SOME TEENAGERS CANNOT FULFILL THEIR OWN CIVIC DUTY BY VOTING. ALLOWING TEENAGERS TO VOTE IN SCHOOL BOARD ELECTIONS WILL ALLOW THEM TO BECOME FAMILIAR WITH THE PROCESS OF VOTING FOR CERTAIN CANDIDATES BASED ON

THEIR OWN INTEREST. >> FACT, MANY OF US DO HAVE PART-TIME JOBS AND WE EARN WAGES FROM WHICH THE MONEY IS TAKEN OUT BY THE CITY AND STATE FOR OUR TAX PURPOSES AND YET, WE HAVE NO VOICE. OUR POLL FOUND THAT 50 PERCENT OF NYC RESPONDENTS HAD PART-TIME JOBS. THE BUREAU OF LABOR STATISTICS REPORT THAT 1.46 MILLION TEENS WORK PART-TIME JOBS. ISN'T THAT TAXATION WITHOUT REPRESENTATION?

>> BOTTOM LINE, WE ARE NOT ARGUING FOR TOTAL TEEN SUFFRAGE, BUT FOR THE RIGHT TO VOTE IN LOCALIZED SCHOOL BOARD ELECTIONS. SOPHOMORE STUDENTS WOULD TAKE THE COUNTY MANDATED CIVICS SEMESTER CLASS, TAKE THE STATE MANDATED U.S. CITIZENSHIP TEST AND UPON PASSING IT WITH A 70 OR ABOVE, BECOME ELIGIBLE TO REGISTER IN THE NEXT MONTGOMERY COUNTY SCHOOL BOARD ELECTION. ALLOWING 16 AND 17 YEAR OLDS WHO ARE INTERESTED ENOUGH TO REGISTER TO VOTE IN SCHOOL BOARD ELECTIONS WILL REINFORCE THE CIVIC HABIT OF VOTING

WHAT THE APPLICANT IS PROPOSING HERE IS SIX SINGLE FAMILY HOMES BETWEEN 3 AND 4,000 SQUARE FOOT EACH, ALL ACCESSED OFF THE REAR ALLEY. YOU CAN SEE THERE IN THE DARKER SHADING. THE CURRENT ZONING OUT THERE WOULD ALLOW FOR FOUR HOMES, FOUR ONE ACRE LOTS. IF THEY WENT TO R1, WHICH WOULD BE THE NEXT STEP DOWN, YOU COULD HAVE UP TO NINE UNITS. THEY DIDN'T THINK THE NEIGHBORHOOD WOULD LIKE NINE UNITS. BUT THEY THINK SIX WOULD BE MORE THE APPROPRIATE LEVEL.

SO THE APPLICANT AND THE AGENT DECIDED TO GO WITH THE PLANNED UNIT DEVELOPMENT.

TYPICALLY YOU'LL SEE A PLANNED UNIT DEVELOPMENT FOR MUCH LARGER PROJECT THAT MIXES MAYBE APARTMENTS WITH HOMES, COMMERCIAL, MORE INFILL DEVELOPMENT.

THIS IS AN APPROPRIATE USE, EVEN THOUGH IT IS ON THE SMALL SCALE.

WHAT THEY HAD TO DO WITH THE PLANNING COMMISSION, THEY APPLIED SEVERAL MONTHS AGO, THERE IS A LOT OF BACK AND FORTH WITH IT. WE HAD TO BASICALLY COME UP WITH A FINALIZED PLAN BEFORE WE BRING IT TO THE CITY COUNCIL. I KNOW A LOT OF YOU OFTEN ASK, WHAT IS THIS GOING TO BE, YOU KNOW, HOW AM I SURE THIS IS WHAT IT'S GOING TO BE.

A PLANNED UNIT DEVELOPMENT, THEY CANNOT DETER FROM THIS PLAN, EXCEPT FOR MINOR, A COUPLE SQUARE FOOT HERE, A FOOT HERE, THEY HAVE TO BUILD SIX HOMES IN THIS RANGE, WITH THIS ARRANGEMENT OF THE HOME AND THE ORIENTATION TO THE ROAD. IT ALSO HAS AN OPEN SPACE COMPONENT AS WELL. AND I'LL GET TO THAT IN A MINUTE.

SO THE KEY POINTS, AGAIN, SIX SLOTS, E1 AND R1 WOULD ALLOW FOR SLIGHTLY DIFFERENT DENSITIES. HOME SIZES, AGAIN, 3 TO 4,000 SQUARE FEET IS THE RANGE THAT THEY'RE GOING TO BE LOCKED INTO. SO IF THEY COME TO THE CODE DEPARTMENT AND TRY TO PULL A PLAN FOR A 4500 SQUARE FOOT HOUSE, THEY WOULD BE DENIED.

IF THEY TRY TO BUILD SOMETHING LESS THAN 3,000 SQUARE FEET, THEY WOULD BE DENIED.

25 PERCENT OF THIS 4.7 ACRES IS OPEN SPACE. 14 PERCENT IS GREEN SPACE.

THEY WILL BUILD A PAVILION IN THERE FOR THE RESIDENTS AND NEIGHBORS.

AND 11 PERCENT IS PAVEMENT AND THE ALLEYWAY IN THE BACK, WHICH WILL HAVE SIDEWALK THROUGH IT.

NO LANDSCAPING WAS REQUIRED BY THE PLANNING COMMISSION, SINCE YOU'RE DEALING WITH SINGLE FAMILY HOMES AGAINST SINGLE FAMILY HOMES IN THE AREA. THE STREET ACCESS WILL BE AT THE REAR OF THESE PROPERTIES, THROUGH THE ALLEY. AND THEN THE OTHER IMPORTANT PART OF A PLANNED UNIT DEVELOPMENT IS THE CONSTRUCTION PHASING.

YOU CAN SEE IT THERE WHERE THEY WILL BREAK GROUND, IT LOOKS LIKE SOMEWHERE IN DECEMBER OF THIS YEAR THEY PLAN TO BREAK GROUND AND BE COMPLETED WITH CONSTRUCTION IN JULY OF 2023, OF BOTH THE SITES AND ALL SIX HOMES. NO SEWER AVAILABLE ON-SITE.

SEVERAL PLACES TO TIE SEWER IN THE AREA. ONE OF THOSE POINTS OF THE PLANNED UNIT DEVELOPMENT THAT DOESN'T NEED TO BE NAILED DOWN. THEY NEED TO FIND A WAY TO GET SEWER TO THE SITE. THERE WILL BE A GRATING PERMIT REQUIRED AND YOU CAN SEE THE SCHOOL SYSTEM COMMENTS REGARDING THE CAPACITIES OF SOME OF THE SCHOOLS IN THE AREA. THIS IS IN THE MEDICAL DISTRICT.

THE PLANNING COMMISSION DOES RECOMMEND APPROVAL. THE REQUESTED PLANNED UNIT DEVELOPMENT IS CONSISTENT WITH THE ADOPTED LAND USE PLAN AND COMPLIES WITH THE ZONING ORDINANCE. THE PROPOSED PUD ZONING IS NOT OUT OF CHARACTER WITH THE EXISTING E1 IN THE AREA. ADEQUATE INFRASTRUCTURE TO SERVE THE SITE.

ONE IS A LARGER PORTION, 18.5 ACRES AND THEN A SMALLER PORTION, WHENEVER AN ANNEXATION COMES IN FROM A PROPERTY, WE WILL GO OUT AND TALK TO ONE OF THE RESIDENTS. ONE OF THE RESIDENTS HAS EXPRESSED INTEREST IN BUILDING A HOME BEHIND HIS MOTHER'S HOME. THEY FELT THEY WOULD LIKE TO ANNEX IT AS WELL AT THIS TIME. COMBINED WE'RE TALKING ABOUT 22.19 ACRES.

CURRENTLY ZONED R1. THERE IS A REZONING REQUEST FOR THAT LARGER PORTION TO THE SOUTH. THEY'RE REQUESTING TO GO FROM R1 TO R1A.

ONE ZONE MORE DENSE. THAT WOULD ALLOW THEM TO BUILD APPROXIMATELY 55 HOMES ON THE 18 ACRES AND ALLOW ONE PERSON TO THE NORTH TO BUILD ONE MORE HOME.

56 HOMES. AND YOU CAN SEE THE ESTIMATED POPULATION OF 152 ADDED TO THE CITY LIMITS, IF THIS ANNEXATION WAS SUCCESSFUL. AND THERE IS THE ZONE CHANGE.

I HAVE TWO LETTERS IN THE FILE FROM BOTH PROPERTY OWNERS, VOLUNTARILY REQUESTING TO BE ADDED TO THE CITY. WHEN THAT HAPPENS, YOU HAVE TO LOOK AND MAKE SURE THEY'RE IN THE URBAN GROWTH BOUNDARY OF THE COUNTY.

NOT REALLY A POPULAR THING TO DO. THERE ARE TIMES FOR ECONOMIC DEVELOPMENT PURPOSES YOU MAY WANT TO DO THAT. AND THERE ARE OPPORTUNITIES YOU CAN ANNEX OUTSIDE THE URBAN GROWTH BOUNDARY, BUT THERE IS A VERY SPECIFIC SET OF RULES.

WE HAVE ONE THAT MAY BE COMING IN NEXT MONTH. THERE IS A SEPARATE SET OF RULES YOU FOLLOW THERE. ONCE THOSE PROPERTY OWNERS DECIDE THEY WANT TO ANNEX, THEY PROVIDE THE MAYOR WITH A WRITTEN LETTER, A SURVEY OR DEED AND AN AFFIDAVIT THAT IS NOTARIZED THAT SAYS THAT IS WHO THEY ARE. THE MAYOR SENDS IT TO THE PLANNING COMMISSION TO CONDUCT THE STUDY. THE STUDY IS THE PLAN OF SERVICES. THE PLANNING COMMISSION DOESN'T APPROVE THE ANNEXATION, BUT THEY DO APPROVE THE PLAN OF SERVICE. AND THEN BOTH GET BROUGHT BACK TO THE CITY FOR A VOTE. IT'S ONLY A RESOLUTION VOTE. IT USED TO BE AN ORDINANCE VOTE. 3.75 MILLION IN UPGRADES TO OUR EXISTING WATER TREATMENT PLANT, WHICH WILL GAIN US AN ADDITIONAL TWO MILLION GALLONS A DAY AT CAPACITY. YOU'LL SEE ANOTHER FIVE MILLION ROADWAY IMPROVEMENT UTILITY RELOCATION, AS YOU'RE SEEING WITH ALL ROADWAY PROJECTS, THE UTILITIES HAVE TO GET IN THERE FIRST AND RELOCATE OUTSIDE THE LIMITS. THAT IS VERY COSTLY AND TIME-CONSUMING, AS YOU WELL KNOW. BUT THE LAST ITEM THERE, THE CONSTRUCTION OF THE NORTH TREATMENT PLANT, 138 MILLION ON OUR BOOKS. THOSE ARE WHERE WE HAVE ISSUES WITH OVERFLOWS, CHRONIC AND THINGS LIKE THAT.

THIS WILL MAKE US WHOLE WITH THE STATE. MOVING ALONG, YOU WILL SEE THERE AGAIN, THE ROADWAY IMPROVEMENTS 1.3 MILLION. MISCELLANEOUS SEWER INFRASTRUCTURE, SMALLER PROJECTS TOTALING 14.6 MILLION. AND THEN ANOTHER 24 MILLION IMPROVEMENTS TO WASTE WATER TREATMENT PLANT. 14.5 MILLION OF THOSE BEING THE INSTALLATION OF THERMAL DRYERS, DRASTICALLY DECREASE THE OUTPUT AMOUNT WHILE IMPROVING THE CONSISTENCY OF ODORS AND MAKING THE LANDFILL VERY HAPPY. WE HAVE RECENTLY RECEIVED OUR FINAL PAYMENT FROM FEMA, RESULTING IN 30 MILLION OF TOTAL FUNDS TO BE RECAPTURED. LEAVING THE REMAINING 100 MILLION LEFT OF DEBT SERVICE TO BE PAID BY RATE PAYERS. WHICH IS WHY WE'RE AT THE EXISTING RATE THAT WE'RE AT NOW

NOT SURE IF WE'LL MEET THAT. DRASTIC CHANGE. WHAT IT WILL ALSO DO IS RECLASSIFY THAT SLUDGE. IT WILL HELP WITH THE ODORS, HELP WITH THE CONSISTENCY.

AND IT WILL BE AT A CLASS WHERE WE CAN EITHER RENEGOTIATE WITH BI-COUNTY.

IN THE PAST THEY WANTED IT BECAUSE THEY COULD MIX THAT WITH THEIR TRASH AND IT HELPED.

WITH SOME OF THE THINGS THAT THEY'VE HAD GO ON THERE WITH THE AMOUNT OF TRASH THEY RECEIVE, I BELIEVE WE'RE GIVING THEM MORE SLUDGE THAN THEY ACTUALLY WANT NOW.

THAT IS WHY WE HAVE ISSUES. BUT IF THEY DECIDE THEY DON'T WANT IT, IT MAY BE MARKETABLE.

WE MAY BE ABLE TO SELL IT. WE BELIEVE WE WOULD BE ABLE TO GIVE IT AWAY.

THE THIRD THING WE DO, SETS THE OUTSIDE RATE. THESE NEXT TWO ARE BOTH WATER AND SEWER. SETS THE OUTSIDE RATE, CITY LIMITS RATE AT 175 PERCENT OF THE INSIDE RATE. SO CURRENTLY, AS YOU CAN SEE THERE, THE OUTSIDE CITY LIMITS RATE IS 200 PERCENT OF WHAT THE INSIDE CITY RATE IS. I CAN TELL YOU THE STATE DOES NOT LIKE THAT SET-UP THERE. IT'S BEEN THAT WAY FOR MANY MANY YEARS.

AS FAR AS GAS AND WATER IS CONCERNED, IN MY OPINION, I HAVE A SERVICE AREA TO SERVE, WHETHER IT'S INSIDE THE CITY LIMITS OR OUTSIDE. WHEN THE STATE COMES IN AND REVIEWS ME, THERE IS NO DIFFERENCE FOR ME. IT'S ALL MY SYSTEM.

THERE MAY BE FOLKS, THERE ARE FOLKS IN PROBABLY SANGO AREA WHO ARE CLOSER TO MY WATER PLANT THAN THE NORTH SIDE OF TOWN. SO IT COULD BE ARGUED THAT I SPEND LESS EFFORT GETTING THEM WATER. BUT THEY'RE PAYING DOUBLE. WE KNOW THAT WE CAN'T CHANGE THIS IN ALL ONE FELL SWOOP. YOU COULD SAY WHAT THEY WOULD DO TO THE RATE PAYERS INSIDE THE CITY LIMITS. OUR GOAL IS TO TRY TO NARROW THAT DOWN.

WITH THIS ONE AT THE END OF FOUR YEARS, IT WOULD BE 175 PERCENT, THE NEXT TIME THIS HAPPENS, HOPEFULLY MANY YEARS DOWN THE ROAD, WE WOULD LOOK AT HONING THAT DOWN TO 150 PERCENT, AND THEN 125 UNTIL IT'S FLUSH AND EQUAL THERE.
