SO OVER ALL OUR BUDGET HAS 11.8 PERCENT INCREASE FOR REAGAN THAT'S A 23.$9 MILLION INCREASE. IF ONE PENNY IS 3.4 Ã$343,000, THAT IS A GREAT AMOUNT OF INCREASE FOR US.

20S AND SO WE ARE LOOKING FOR IS $0.68 MILLION PER IN WE OF COVID FUNDS ON TOP OF ALL OF THE FOUR 1.7 BILLION DOLLARS OVER ALTERING ENDING, $9 MILLION FOR ARP FUNDS, WHICH WE HAVE TENTATIVELY APPROVED FOR USE.

WE HAVE ALSO HAVE COVID CARES ASKED, WHICH IS 1.7 MILLION OR 5.1 CENTS OF OUR TAX INCREASE. SO WE HAVE MONEY IN THE BANK IS WHAT I'M TRYING TO EXPRESS. OVERALL THE OPERATING EXPENSES OF OUR DEPARTMENTS AND PROGRAMS INCREASE THEIR BUDGET BY 10.4 MILLION DOLLARS OR 11.23 OR $0.30 OF OUR TAX DOLLARS.

WE'VE INCREASED OUR OPERATING BUDGETS BY $0.30 OF OUR TAXES.

WE ONLY TRANSFERRED 5.$2 MILLION OR 4.7 CENTS TO OUR CAPITAL FUNDS. THAT IS MY OVERALL CONCERN OF THE TOTALS. I'M TALKING TOTALS.

I WOULD LIKE TO SAY TO PARKS AND RECREATION THE I AND OTHER MEMBERS OF THE COUNCIL, I DO NOT SUPPORT DEFUNDING OR GOLF COURSES AT THIS TIME. I DO BELIEVE LATER WE MAY NEED TO TAKE A BETTER LOOK AT THAT, BUT DURING THE BUDGET PROCESS IS NOT THE TIME TO HAVE THOSE CONVERSATIONS.

AND I UNDERSTAND FOR OUR EMPLOYERS AND EVEN OUR RESIDENTS THAT THAT MAY HAVE BEEN A LITTLE DISTURBING AND I AM SORRY. THAT IS NOT SOMETHING THAT I WILL SUPPORT HER IN NOT SAYING THAT IN THE FUTURE I WON'T SUPPORT IT. I DON'T SUPPORT THAT CONVERSATION DURING THE BUDGET PROCESS.SO MY OTHER CONCERNS ARE WE HAVE 2.3 MILLION DOLLARS OF LINE ITEMS WE WILL HAVE TO BRING BACK INTO THE BUDGET. WE USE COVID MONEY TO FUND THE ROXY SENIOR CITIZENS AND THE MUSEUM.

IS A GENERAL LINE ITEMS THAT WILL NEED TO COME BACK INTO OUR BUDGET NEXT YEAR. ARE POLICE DISPATCH CHOSE TO NOT USE $827,000 OF THEIR PREVIOUS BUDGET BECAUSE THEY WERE GOING TO USE COVID MONEY TO REPLACE SOME OF THEIR VEHICLES THAT WERE AT THE LIMIT THEY HAVE A ÃI CAN'T THINK OF THE WORD. IT WAS TIME TO REPLACE THEM AND THEY HAVE A SCHEDULE IN THE USED COVID MONEY.

SO THAT IS ALSO A LINE ITEM THAT WILL HAVE TO COME BACK INTO NEXT YEAR'S BUDGET. MY CONCERN IS WE JUST SWELLED OUR BUDGET PROCESS TO TAKE UP THE 11.6 PERCENT AND WE INCLUDED THIS 2.3 MILLION IN OUR PROGRAM BUDGET INSTEAD OF SETTING IT ASIDE FOR A LATER DATE.

SOME OF THE OPPORTUNITIES WHERE WE ARE EXPANDING A STREET DEPARTMENT, WHICH I FULLY SUPPORT AND UNDERSTAND THAT WE HAVE NOT ADDED THE CREW SINCE 1998.

AND IT IS WELL PAST THE TIME. BUT THE MONEY THAT WE USED FOR THE COVID AND TO FUND THE ROXY AND THAT THE POLICE DIDN'T USE COULD HAVE BEEN USED FOR THE ONE-TIME PURCHASE OF THE VEHICLES TO STAND UP THIS NEW UNIT.

WE CHOSE NOT TO DO THAT. AND INSTEAD WE DID NOT FULLY FUND THE TRANSPORTATION PLAN AND TOOK MORE MONEY OUT OF THE TRANSPORTATION PLAN. AS I SAID, I JUST WANTED TO GO

I WORKED IN AND AROUND BUDGETS MY ENTIRE LIFE IN THE MILITARY AND AS A CIVILIAN. AND MAY NOT QUITE UNDERSTAND THE PROCESS, BUT I KNOW HOW TO SPEND YOUR IN MONEY BETTER THAN MOST OF THE ARMY PHARMACY TECHNICIAN.

WE WERE ALWAYS THE ONES ON STANDBY AT MIDNIGHT BEFORE.

BUT I'M REALLY JUST ASKING FOR A FOUR CENT DECREASE,WHICH EQUALS 1.$3 MILLION . THIS IS 10.6 OF THE 22 BUDGET INCREASE. 10.6 PERCENT OF THE $12 MILLION INCREASE. IT IS 1.1 PERCENT OF THE OVERALL BUDGET OR IT IS 1.3 PERCENT OF THE DEPARTMENT AND PROGRAMS OVERALL BUDGET. OR 13 PERCENT OF THE REQUESTED INCREASE.
