LORD, WE THANK YOU FOR THIS DAY THAT YOU HAVE MADE, TO BE ABLE TO BE AMONG THE LIVING.

WE THANK YOU FOR THIS TIME AND OPPORTUNITY TO SERVE OUR CITY AND MAKE THIS AN EVEN BETTER PLACE TO LIVE, GROW AND RAISE A FAMILY. WE THANK YOU FOR THE OPPORTUNITY THAT EACH OF US HAVE BEEN GIVEN TO REPRESENT EACH AND EVERY PERSON IN THIS CITY, LET US DO OUR BEST TO WORK TOGETHER AS TEAM, GROUP, JUST TO MAKE EVERYTHING GO SMOOTHLY. [5) FY22 BUDGETS]

AGENDA THIS EVENING IS ORDINANCE 130, FIRST READING AMENDING THE FISCAL 2 IS OPERATING AND CAPITAL BUDGETS, ADOPTING THE TAX RATE FOR THE FISCAL YEAR BEGINNING JULY 1ST, 2021, ENDING JUNE 30, 2022. MOTION HAS BEEN MADE, PROPERLY SECONDED.

WE HAVE SEVERAL AMENDMENTS. THE BUDGET BEFORE YOU IS A REFLECTION OF THE LAST VOTE OF THE COUNCIL, WHERE A PROPERTY TAX INCREASED TO FUND THE TRANSPORTATION PLAN WAS NOT APPROVED. WE'RE PRESENTING THIS BUDGET WITH NO PROPERTY TAX INCREASE, THEREBY NO FUNDING FOR THE TRANSPORTATION PLAN. RATIONALE IS SIMPLE, WE NEED A SPENDING PLAN FOR OUR CITY. WE NEED TO MAKE SURE THAT WE SEND THE RIGHT MESSAGE TO OUR CITIZENS, BOND HOLDERS FOR OUR CURRENT DEBT AND THOSE LOOKING TO BRING THEIR BUSINESS OR FAMILY TO OUR CITY, THAT WE ARE RESPONSIBLE AND MOVING FORWARD. IT WAS A DIFFICULT DECISION TO DELETE THE TRANSPORTATION PLAN FROM THIS BUDGET PROPOSAL. THE QUESTION WAS ASKED OF ME FREQUENTLY WHY DON'T YOU PROPOSE A LESSER INCREASE TO GET SOMETHING APPROVED.

THE ANSWER WAS SIMPLE TO ME, WHEN WE SET OUT TWO YEARS AGO TO CREATE A TRANSPORTATION PLAN THAT WAS ADDRESS THE CRITICAL INFRASTRUCTURE NEEDED FOR OUR GROWING CITY, WE WANTED TO BE SURE IT TOUCHED EVERY WARD AND EVERY AREA OF OUR CITY. SINCE EVERY AREA NEEDED HELP, FROM ROAD IMPROVEMENTS, TO SIDEWALKS, TO TRANSIT CENTERS, PEDESTRIAN CROSSINGS, WE SOUGHT TO BE EQUITABLE FOR EVERY CITIZEN. AND SINCE WE WOULD ASK OUR CITIZENS TO PAY FOR IT WITH A PROPERTY TAX INCREASE, IT SEEMED ONLY FAIR AND JUST TO ENSURE THAT BECAUSE EVERYONE WOULD PAY THEN EVERYONE SHOULD BENEFIT.

THIS WAS NOT A TAKE IT OR LEAVE IT PROPOSITION. IT WAS NOT AN ALL OR NOTHING PROPOSAL. IT WAS SIMPLY AN OPPORTUNITY TO ENSURE IF YOU'RE ASKED TO PAY, THEN YOU GOT SOMETHING IN RETURN. OUR DEPARTMENTS THAT PARTICIPATED IN THE PLANNING KNEW FULL WELL WE NEEDED TO ADDRESS THE NEEDS BEGINNING NOW OR ELSE WE WOULD FALL FURTHER BEHIND. WE KNEW THAT WE COULD NOT SACRIFICE OTHER SERVICES, ESPECIALLY PUBLIC SAFETY, BUILDING CODES, ROBUST CONSTRUCTION MARKET, PARKS AND RECREATION TO MEET THE DEMANDS OF NEIGHBORHOODS AND TO ENSURE THAT AS OUR CITY GROWS, WE WOULD NOT STAND STILL IN OTHER AREAS, EMPLOYEE PAY, EQUIPMENT FOR EMPLOYEES, RETIREE HEALTH CARE FOR THOSE HIRED AFTER JULY 1, 2006, AND PROVIDING A RESPONSIVE GOVERNMENT TO THOSE WHO NEED IT. TO CUT OR REDUCE THE RESOURCES AVAILABLE TO ANY DEPARTMENT WOULD SEEM TO ME TO BE UNWISE. SO AS REQUIRED BY THE CITY CHARTER AND CODE, I AM PRESENTING THIS BUDGET TO YOU IN HOPES THAT WE CAN APPROVE THE SPENDING PLAN THAT WILL TAKE EFFECT JULY 1ST. THANK YOU.

FIRST OF ALL, I WANT TO START OUT BY THANKING OUR DEPARTMENT HEADS FOR ALL OF THE WORK THAT THEY PUT INTO THIS BUDGET. THEY SPENT MANY MONTHS TO HONE IN EXACTLY WHAT THEY NEEDED FOR THEIR DEPARTMENTS. ALSO WANT TO THANK THEM FOR THE TIME THAT THEY SPENT EARLY IN MAY, MID-MAY, WHEN WE HAD OUR BUDGET WORKSHOP, WE HAD THE OPPORTUNITY TO SIT DOWN WITH THE DEPARTMENT HEADS AND BE ABLE TO HEAR FROM THEM EXACTLY WHAT IT WAS THEY WERE REQUESTING AND GIVE US THAT OPPORTUNITY TO BE ABLE TO ASK THEM QUESTIONS AND LEARN MORE

FROM THEM DIRECTLY. IN AN OPEN DISCUSSION FORMAT TO BE ABLE TO REALLY KIND OF DECIDE WHAT IT WAS THAT THEY NEEDED FOR THEIR DEPARTMENTS. SECOND OF ALL, I ALSO WANT TO THANK MS. MATA FOR HER HELP IN US REVIEWING THESE BUDGETS, AS EARLY AS MAY 9TH SHE TOLD US THEN THAT SHE WAS MORE THAN WILLING TO MEET WITH US ONE ON ONE, GO OVER WITH US THE BUDGET RECOGNIZING THAT WE DO HAVE SO MANY NEW MEMBERS ON THE COUNCIL AND KNOWING IT IS A COMPLEX PROCESS. I JUST WANT TO TAKE THE MOMENT TO THANK ALL OF YOU FOR EVERYTHING THAT YOU HAVE PUT INTO THIS. NOW, TO THE COUNCIL, THE AMENDMENT THAT I AM REQUESTING IS PUTTING BACK IN THE $0.20 TAX INCREASE THAT WAS FIRST PROPOSED IN THE BUDGET THAT WE JUST VOTED ON LAST WEEK. THIS PUTS EVERYTHING BACK IN, INCLUDING THE TRANSPORTATION PLAN. SINCE LAST WEEK, I HAVE HAD NUMEROUS PEOPLE REACH OUT TO ME, STOP ME, TALK TO ME AND ASK ME HOW COULD WE NOT GET THIS APPROVED. THEY RECOGNIZE HOW IMPORTANT IT IS THAT WE HAVE A TRANSPORTATION PLAN IN PLACE. AS I SAID PREVIOUSLY, WE HAVE HEARD NUMEROUS TIMES OVER THE YEARS ABOUT HOW WE HAVE CONTINUED TO BUILD AND CONTINUED TO BUILD WITHOUT AN INFRASTRUCTURE PLAN IN PLACE. WE HAVE THAT PLAN NOW IN ORDER TO BE ABLE TO DO SOMETHING TO TRY AND HELP OUR COMMUNITY, TO HELP CLARKSVILLE GET WHERE THEY NEED TO GO, TO HELP PEOPLE BE ABLE TO RIDE THE BUS, TO HELP GET SIDEWALKS. I KNOW THESE ARE ALL THINGS THAT I HEARD ABOUT WHEN I WAS CAMPAIGNING. I ALSO HAD SOMEONE THAT TALKED TO ME AFTER THE FIRST READING, A GENTLEMAN SAW ME AND SAID THANKS A LOT FOR INCREASING MY PROPERTY TAX. I SAID YOU HAVE TO UNDERSTAND, WE'VE GOT TO DO SOMETHING ABOUT OUR ROADS. HE SAID WHAT YOU NEED TO DO SOMETHING ABOUT IS TRENTON ROAD, I EXPLAINED TO HIM WE CAN'T DO ANYTHING ABOUT THAT, THAT IS A STATE ROAD.

BUT WHAT WE CAN DO SOMETHING ABOUT, ALL OF THE ROADS AROUND THAT, TRY TO HELP ALLEVIATE TRAFFIC OFF OF THAT UNTIL THE STATE CONTINUES WITH THE PLAN TO DO SOMETHING ABOUT TRENTON ROAD. I ASKED HIM TO COME SEE ME, THE ROADS THAT ACTUALLY ARE NEARBY TRENTON ROAD, I WENT THROUGH THE PROJECTS WITH HIM ONE BY ONE.

TIER ONE THAT I DISCUSSED WITH HIM AND SHOWED HIM WHAT THE TIMELINE WAS.

BY THE TIME I GOT DONE SHOWING HIM THAT, HE SAID HEY, I'M OKAY WITH PAYING FOR SOMETHING NOW THAT I KNOW WHAT I'M GETTING. HE FOUND THE BENEFIT IN THAT. THERE HAVE BEEN NUMEROUS PEOPLE THROUGHOUT THE COMMUNITY, THAT HAVE TALKED TO ME ABOUT THAT, THAT DIDN'T WANT TO SEE CUTS HAPPEN FROM PARKS AND RECREATION. THEY DIDN'T WANT TO SEE US TAKING THINGS AWAY BECAUSE THEY DON'T FEEL THAT WE ARE A BEDROOM COMMUNITY AND THEY DON'T WANT TO SEE US BECOME A BEDROOM COMMUNITY. THEY WANT US TO HAVE AMENITIES HERE, WHERE THEY LIVE, WORK AND PLAY. IT IS WHAT KEEPS OUR DOLLARS LOCAL. WE START GIVING UP THE DIFFERENT AMENITIES, EVERYONE IS HAVING TO GO TO OTHER COMMUNITIES TO GET WHAT THEY'RE LOOKING FOR FROM US, WE'RE GOING TO SEE THOSE DOLLARS LEAVING OUR COMMUNITY. THOSE DOLLARS STAYING HERE BENEFIT OUR SMALL BUSINESS OWNERS, BENEFITS EMPLOYEES, WHO TURN AROUND, THOSE DOLLARS CAN KEEP TURNING OVER AND OVER AGAIN. WE HAVE GOT TO BE ABLE TO GIVE OUR COMMUNITY WHAT THEY ARE LOOKING FOR. I AM ASKING YOU TO PLEASE RE-THINK THIS AGAIN, FROM WHERE WE WERE LAST WEEK. RECOGNIZE THAT OUR COMMUNITY IS ASKING FOR THIS. THEY REALIZE THIS IS SOMETHING THAT WE NEED.

ONE OF THE DEBATES WE HAVE HAD IS OVER DECREASING THE INCREASE, MAKING IT NOT AS MUCH. I KNOW THERE HAVE BEEN E-MAILS GOING THROUGH ABOUT $0.17 INSTEAD OF $0.20. REALLY BREAK DOWN AND DO THE MATH.

IF YOU LOOK AT WHAT $0.17 INCREASES VERSUS A $0.20 INCREASE, USING THE MATH GIVEN TO US IN THIS TRANSPORTATION PLAN, WITH THE AVERAGE HOUSEHOLD BEING $166,000, THAT THREE CENTS EQUATES TO SAVINGS OF TEN DOLLARS OVER AN ANNUAL BASIS.

$250,000 HOUSE, IT EQUATES TO $14. ARE WE REALLY LOOKING TO GIVE UP AND TAKE THINGS AWAY FROM OUR DEPARTMENTS OR GIVE UP THE TRANSPORTATION PLAN ENTIRELY JUST TO BE ABLE TO SAVE THAT LITTLE AMOUNT. I AM ASKING YOU AS COUNCIL MEMBERS, LET'S DO WHAT IS RIGHT FOR OUR CITY AND PLEASE VOTE IN FAVOR OF RETURNING THE BUDGET TO WHAT IT WAS, FULL TRANSPORTATION PLAN INTACT AND $0.20 TAX INCREASE TO PAY FOR

11.23 PERCENT IS THE BUDGET INCREASE FOR THE YEAR. OVER LAST YEAR'S FUNDING.

WE ARE NOT TOUCHING LAST YEAR'S FUNDING. WE ARE ONLY TALKING ABOUT THE INCREASE THAT THEY ARE ABSORBING THIS YEAR. WHEN I PROPOSED TO GO TO $0.17,

THE RECENT INCIDENTS IN SURFSIDE GOT MY ATTENTION. AND UNFORTUNATELY WE CAN'T

SURFSIDE HAD ME STEP BACK AND SAY WHAT ARE WE DOING HERE? AT ONE POINT WE DEBATED JOBS, NOT RAISING IT, ANOTHER POINT WE DEBATED STUFF ABOUT THE ECONOMY BEING OFF.

THE ECONOMY IS SORT OF BOUNCING BACK. I AM FOR THIS AMENDMENT, IN THAT IF THERE IS A LACK OF JOBS, I'VE SEEN THE EXACT OPPOSITE.

I HAVE SEEN PEOPLE SAYING THERE ARE SHORTAGES OF EMPLOYEES. THOUSAND DOLLARS BONUSES BEING GIVEN OUT THESE DAYS FOR FOLKS TO COME BACK TO WORK. ONE OF THE MAIN REASONS I'M FOR THIS AMENDMENT IS ONCE WE GET THIS PROJECT UNDERWAY, IT BEGINS TO CREATE JOBS, WHICH BEGIN TO CREATE OPPORTUNITIES AND CREATES A TAX BASE. SO ALL OF THOSE CONSTRUCTION PIECES THAT ARE IN THE STREET PLAN WILL CREATE CONTRACTS. THEY WILL CREATE JOBS.

WE WILL HAVE PEOPLE WORKING AGAIN. WITHOUT THIS STREET PLAN, NONE OF THAT HAPPENS. THERE IS NO ADDITIONAL TAX REVENUE.

ANOTHER THING I TOOK A LOOK AT WAS IN 2015, I THINK THERE WAS A REAPPRAISAL IN OUR PROPERTY TAXES. WE'VE GONE DOWN. THIS BUDGET REPRESENTS A PENNY.

ONE PENNY BEING LOWERED FROM PREVIOUS TAX BASE YEARS. AND WE'VE GONE FROM 2010, WE HAD 1.24. I THINK THE ORIGINAL IS 1.23, I BELIEVE IT IS.

SOMEONE CAN CORRECT ME IF I'M WRONG. FOR THAT REASON, WE DON'T STEP OVER A DOLLAR TO PICK UP A DIME. I THINK THAT TO NOT DO THIS WOULD BE IRRESPONSIBLE. TO NOT GIVE INFRASTRUCTURE ON ROADS, I DID SOME OTHER RESEARCH AND AT THE FEDERAL LEVEL, THEY'RE STARTING TO LOOK AT INFRASTRUCTURE DOLLARS TO COME DOWN THROUGH THE PIKE, THAT IS TO BE DETERMINED. BUT THAT WILL HELP US, NOT HURT US IN MOVING FORWARD. SO I JUST WANT TO SAY I'M FOR IT.

I THINK THAT WE'RE TALKING NICKELS AND DIMES HERE. I DON'T WANT TO SEE ANYBODY LOSE THEIR JOB. BUT I WANT TO SEE THE INFRASTRUCTURE THAT I TOO COMING INTO OFFICE HEARD ABOUT A TON. THAT WAS THE FIRST THING PEOPLE TALKED ABOUT. THEY DIDN'T WANT TO TALK ABOUT ANYTHING ELSE EXCEPT WHAT ARE WE DOING ABOUT THE ROADS. SO FAR, THIS IS THE ONLY THING THAT I'VE SEEN, WHICH IS THE MAIN THING THAT WE'RE DOING ABOUT THE ROADS. THANK YOU.

THE TRANSPORTATION 2020 IS SO IMPORTANT FOR OUR DEVELOPMENT OF OUR CITY, WE NEED TO SAVE IT. WHO IN HERE, I DON'T THINK I'VE MET ONE PERSON WITHIN THE PAST FEW YEARS, OH, YEAH, THESE ROADS ARE GREAT. I MEAN, THE ROADS ARE HORRIBLE.

IT'S JUST -- I HAD SOME NIGHTMARES THIS MORNING. I MEAN, FOR ME AS A MOTORCYCLE RIDER, I TAKE INTO ACCOUNT THE TRAFFIC BECAUSE I KNOW HOW CRAZY THE TRAFFIC IS.

THAT PREVENTS ME FROM ENJOYING MY RIDE ON THE ROAD BECAUSE I'M WORRIED ABOUT TRAFFIC AND JUST HOW CONGESTED IT IS. I KNOW THE RISK INVOLVED WITH IT.

THAT IS MY PERSONAL COMPLAINT. BUT OVERALL, I MEAN THE COMPLAINTS HAVE BEEN ALL OVER THE CITY, ROADS, ROADS, ROADS. THAT IS WHAT I HEAR. WE HAVE A SOLUTION RIGHT IN

WE ARE SWELLING IN THE BUDGET THAT WAS JUST PASSED BY 11.23. I'M ASKING THAT WE INCREASE THE 10.13. I HAVE A COUPLE OF QUESTIONS BEFORE I CONTINUE.

NEXT YEAR, WHAT HAPPENS TO THE MONEY THAT WE DON'T USE? >> STAY IN THE CAPITAL PROJECTS FUND BECAUSE IT IS RESTRICTED FOR THE USE OF THE PROJECTS ONLY.

THOSE FUNDS ARE GOING TO BE PUT INTO THE CAPITAL PROJECTS FUNDS SPECIFICALLY TO PAY FOR THE TRAFFIC 2020 PROJECTS THAT -- FOR THE THINGS BEFORE WE ISSUE DEBT. IT WILL ACCUMULATE IN

THERE, AND IT'S RESTRICTED BY PUTTING IT IN THAT FUND. >> IT WILL ACCUMULATE.

FIRST OF ALL, LAST YEAR WHEN THEY HAD TO CREATE, WHEN THE DEPARTMENTS HAD TO CREATE THEIR BUDGET, THEY HAD TO CREATE AN EXTREMELY LEAN, CUT OUT ANYTHING THEY COULD, TRAINING THAT THEY LIKELY WEREN'T GOING TO BE ABLE TO GET.

BECAUSE WE WERE IN THE HEART OF A PANDEMIC AT THAT TIME. ONCE WE SAW HOW EVERYTHING, YOU KNOW, MOVED FORWARD THROUGH THE PANDEMIC, THAT SALES TAX WASN'T HIT AS HARD AS WE WERE

CONCERNED AS IT WAS GOING TO BE HIT, WE WERE GOING TO HAVE THE INCOME, AT THAT POINT WE DID AN AMENDED BUDGET IN OCTOBER. EVEN THOUGH THAT BUDGET WAS AMENDED, THAT BUDGET WASN'T AMENDED FOR THE ENTIRE YEAR, IT WAS AMENDED, WELL, OCTOBER, NOVEMBER, GOING FORWARD.

SO IT WAS ONLY A PARTIAL YEAR. TRYING TO COMPARE THIS YEAR TO LAST YEAR'S BUDGET IS NOT COMPARING APPLES TO APPLES. ALSO, WITHIN THERE WE HAVE VOTED ON THINGS THIS COUNCIL HAS SUPPORTED THINGS SUCH AS THE PAY STUDY THAT HAS BEEN DONE FROM VARIOUS DEPARTMENTS SUCH AS THE POLICE DEPARTMENT, FIRE DEPARTMENT, I BELIEVE THE STREET DEPARTMENT.

WE'VE GOT VARIOUS DEPARTMENTS THAT HAVE INCREASED THEIR PAY IN ORDER TO MAKE US COMPETITIVE SO THAT WE'RE ABLE TO GET THOSE VALUABLE EMPLOYEES THAT WE NEED TO GET SO THAT WE'RE NOT LOSING THEM TO OTHER COMMUNITIES BECAUSE THEY PAY HIGHER. AGAIN, THESE ARE THINGS THAT WE AS A COUNCIL HAVE SUPPORTED. ALSO, IN HERE, ONE OF THE THINGS IS WITH THE POLICE DEPARTMENT, HERE RECENTLY WITHIN THE LAST FEW MONTHS, WE HAVE VOTED TO ALLOW THEM TO HIRE 15 MORE OFFICERS. VERY RECENTLY. ALONG WITH 15 MORE OFFICERS COMES ALONG THE THINGS THAT THEY NEED, SUCH AS BODY CAMERAS, AGAIN, SOMETHING THIS COUNCIL HAS VOTED FOR. WHEN YOU BRING ON A NEW OFFICER, HIRE NEW OFFICERS, YOU'VE GOT TO HAVE MORE LICENSES FOR THOSE BODY CAMERAS, MORE VEHICLES.

WITH EACH EMPLOYEE THAT YOU'VE GOT, MORE INSURANCE. THAT HAS INCREASED.

THE INSURANCE THESE DEPARTMENTS HAVE TO CARRY HAVE INCREASED ON DIFFERENT MATTERS.

TRYING TO GO ACROSS AND BE ABLE TO CUT OUT AND CONSIDER IT SWELL, IT IS NOT THAT.

BECAUSE WHEN YOU'RE LOOKING AT IT, THERE IS A LIKELIHOOD THAT THEY MAY HAVE TO CUT OUT EMPLOYEES. I KNOW WITH A 404,000 DECREASE TO OUR POLICE DEPARTMENT, AFTER THE WEEKEND WE JUST HAD, DO WE WANT TO SEE LESS OFFICERS WORKING FOR US.

BECAUSE THEY CAN'T CUT OUT THE TRAINING. THEY CAN'T CUT OUT THE SOFTWARE, THE COMMUNICATIONS, EVERYTHING THAT THEY NEED. THE ONLY PLACE THEY'RE GOING TO BE ABLE TO CUT IS NOT FILL THE VACANCIES THAT WE JUST GAVE THEM THE OKAY TO BE ABLE TO HIRE. WE TALKED TO THEM ABOUT TRYING TO HELP THEM FILL WITH DIFFERENT PEOPLE THROUGHOUT THE COMMUNITY. LOOKING AT A DECREASE TO 249,000 FOR THE FIRE DEPARTMENT. WE ARE CURRENTLY BEHIND THE NATIONAL STANDARD. I TALKED TO CHIEF MONTGOMERY ABOUT THIS, WHAT HE'S BEEN STRIVING FOR AND WHAT HIS GOAL HAS BEEN IS TO REACH THAT NATIONAL STANDARD BEFORE WE HAVE OUR NEXT REVIEW IN A FEW YEARS. IF WE WERE TO CUT THIS BUDGET BY THAT, $249,000, WHAT WE WOULD BE LOOKING AT IS HIM HAVING TO REDUCE HIS STAFF.

SO INSTEAD OF US BEING ABLE TO GROW TO TRY TO GET TO THAT FIVE PER TRUCK, AND WE CURRENTLY ONLY HAVE THREE, THAT IS NOT GOING TO HELP US ATTAIN THAT IN ANY WAY.

ALSO, TALKING TO CHIEF IN REGARD TO SOME OF THE STAFFING THERE, RIGHT NOW WE HAVE 2.2 OFFICERS PER THOUSAND. I DIDN'T WRITE THAT DOWN. I'M GOING OFF MEMORY.

WHEN YOU'RE THINKING ABOUT TAKING $650,000 AWAY FROM OUR EMERGENCY SERVICES, THAT IS PUTTING US IN A DANGEROUS SITUATION, BOTH ON THE FIRE SIDE AND ON THE POLICE DEPARTMENT. LESS PEOPLE BEING ABLE TO WORK IN THE DEPARTMENTS IS GOING TO INCREASE THE AMOUNT OF TIME IT'S GOING TO TAKE FOR OUR EMERGENCY SERVICES TO BE ABLE TO RESPOND TO US, WHETHER IT IS AT OUR HOME, WHEN THERE IS A FIRE, ON THE ROAD, WHEN THERE IS A TRAFFIC ACCIDENT. NUMEROUS DIFFERENT THINGS. SO I WOULD ASK THAT WE DEFINITELY DO NOT DO THIS. WHEN YOU THINK ABOUT DECREASING YOUR EMERGENCY SERVICES.

AND SEEING AS HOW A LARGE PORTION OF THE, VERY LARGE PORTION OF ALL OF THE DEPARTMENTS'S BUDGETS ARE SALARIES, WHEN YOU'RE TAKING A LOOK AT WHERE YOU'RE TRYING TO CUT, YOU CAN'T CUT THEIR INSURANCE OUT, TECHNOLOGY NEEDS, A LOT OF TIMES WE HAVE CONTRACTS FOR THAT. SPEAKING OF TECHNOLOGY, WHEN YOU'RE LOOKING AT THE IT DEPARTMENT, THE LIKELY THING THAT THAT DEPARTMENT WOULD HAVE TO TAKE AWAY, BASED ON THE CUT THAT WE HAVE IN HERE, THEY'RE LIKELY GOING TO HAVE TO TAKE AWAY THEIR TRAINING, TRAINING WHICH THEY DIDN'T GET TO GET LAST YEAR BECAUSE OF THE PANDEMIC. AND EVERYBODY THINKS THAT $16 IS NOT GOING TO IMPACT, OR $14 IS NOT GOING TO IMPACT, ASK THE SINGLE MOTHER THAT HAS TO DECIDE DAILY WHETHER SHE IS GOING TO SEND HER CHILDREN TO DAYCARE OR FEED THEM. SO WE CAN'T KEEP SAYING THAT THIS IS NOT A LOT. WE CANNOT THINK ABOUT OUR OWN SITUATIONS.

WE HAVE TO THINK ABOUT OTHERS. WE ARE NOT JUST HERE TO THINK ABOUT THE PEOPLE THAT CAN AFFORD. WE ARE HERE TO THINK ABOUT EVERYONE.

I KNOW FAMILIES THAT THAT $16 WOULD IMPACT THEM. SO I WOULD HOPE THAT WE'RE NOT LOOKING AT THOSE THAT CAN AFFORD IT. BECAUSE THERE'S MANY OUT HERE THAT CAN'T. I THINK THE SPONSOR HAS DONE A GREAT JOB ON THIS AMENDMENT.

I AM GOING TO BE VOTING FOR IT, COMING OUT OF A PANDEMIC, I CAN SEE WHERE THAT $16 CAN IMPACT YOU. THERE WERE PEOPLE THROUGHOUT THE PANDEMIC, AND STILL NOW THAT ARE STILL TRYING TO GET ON THEIR FEET THAT MAY NOT KNOW WHERE THIS $16 IS GOING TO COME FROM, LET ALONE THE REST OF THE INCREASE. LET'S SHOW THEM GOOD FAITH THAT WE'RE MAKING SACRIFICES TOO AS A CITY. IT SHOULD NOT BE ALL OR NOTHING. I UNDERSTAND THE PREVIOUS SPEAKER THAT SPOKE, AT THE BEGINNING WHEN WE FIRST STARTED THIS SAID IT WASN'T ALL OR NOTHING.
