I DID REACH OUT TO PARKS AND REC, THEY DID REACH OUT TO THE PUBLIC SCHOOL SYSTEM TO ENSURE THAT THEY DID NOT WANT OR NEED THE EQUIPMENT BEFORE WE DONATED IT TO A PRIVATE SCHOOL.

I WOULD LIKE TO MAKE SURE THAT WE IN THE FUTURE DO THAT AHEAD OF TIME AND MAKE SURE THAT OUR TAXPAYER FUNDED FACILITIES HAVE A RIGHT OF FIRST REFUSAL BEFORE DONATING PROPERTY TO PRIVATE

AMENDING THE ZONING ORDINANCE AND MAP OF THE CITY OF CLARKSVILLE APPLICATION OF REDA HOME BUILDERS.

I BELIEVE COUNCIL PERSON REYNOLDS, YOU ASKED FOR THAT ONE TO BE PULLED. YOU ARE RECOGNIZED.

>> YES. THIS HAS BEEN A BATTLE OF SEVERAL YEARS FOR THE RESIDENTS IN THIS NEIGHBORHOOD.

AND I WOULD LIKE TO SAY AT THE END OF THIS, I UNDERSTAND MOST OF YOU ARE GOING TO VOTE FOR THIS.

BUT WE NEVER IN ALL OF THESE YEARS, AS A CITY, ADDRESSED THE CONCERNS OF OUR RESIDENTS, WHICH WERE THE CRAZY STOP THREE-WAY STOP AND THE BUILD-UP OF TRAFFIC AND THE SIDEWALK IN THE MIDDLE OF THIS AREA. SO THIS CANNOT CONTINUE AS WE INFILL OUR COMMUNITIES. WE MUST START LISTENING TO OUR RESIDENTS. WE CAN INFILL.

I'M NOT OPPOSED TO THAT. I HAVE NEVER BEEN OPPOSED TO THE APARTMENTS. I CONTINUE TO PUSH FOR US TO SAY THAT WE'RE GOING TO IMPROVE THAT ROAD AND IMPROVE THAT THREE-WAY STOP FOR THE SAFETY OF THE PEOPLE THAT WE ARE IMPOSING THIS INFILL ON. AND WE CONTINUE JUST TO STICK OUR HEAD IN THE SAND AND NOT DO THAT.

I'LL BE VOTING NO FOR THIS. IT'S A DISAPPOINTMENT TO THE RESIDENTS AFTER ALL OF THESE YEARS, WE AS A CITY BODY HAVE NOT HEARD THEM AND ACKNOWLEDGED THEIR CONCERNS AND MADE A PLAN TO FIX IT. WE JUST ARE MOVING FORWARD WITH

SO I WANT EVERYBODY TO UNDERSTAND IS, THE THINGS THAT THE PREVIOUS COUNCILPERSON STATED, THAT HAS NOTHING TO DO WITH THE ZONING OF THIS PROPERTY.

IT HAS TO DO WITH US AS A CITY COUNCIL DECIDING THAT WE'RE GOING TO GO AND FIX THIS ROAD. WE HAVE OUR TRANSPORTATION PLAN. THIS IS A TRANSPORTATION PLAN.

THIS IS A FLUID PLAN. IT'S NOT SET IN STONE, THIS IS WHAT WE'RE DOING HERE. WE CAN ALWAYS GO BACK AND RELOOK AT THAT AND PUT NOLEN ROAD ON THERE.

AT THIS POINT WE DO NEED TO GO AHEAD AND APPROVE THIS ZONING BECAUSE OF EVERYTHING THAT IS HAPPENING ON THAT SIDE OF TOWN.

WE DO NEED AFFORDABLE HOUSING. >> COUNCILPERSON REYNOLDS.

>> I WOULD LIKE TO RESPOND TO THAT AND SAY ONCE AGAIN, WE HAVE ALLOWED NEW BUILDING ON THAT CORNER IN THE LAST FEW YEARS, IN EACH TIME WE'VE IGNORED THEIR CONCERNS.

THIS IS JUST LIKE THE LAST STRAW.

WE BUILD APARTMENTS ACROSS THE STREET AND DID NOT FIX THE CORNER. WE BUILT THAT LARGE APARTMENTS AND WE DID NOT FIX THAT CORNER. SO THIS HAS BEEN MORE THAN JUST THIS APARTMENT BUILDING THAT WE HAVE CONTINUED TO IGNORE THEIR

CONCERNS. >> COUNCILPERSON BUTLER, YOU'RE

RECOGNIZED. >> I AGREE WITH BOTH OF THE PREVIOUS SPEAKERS. WE DO NEED TO THINK GOING FORWARD ABOUT SMART GROWTH. WE KNOW THAT OUR CONSTITUENTS TELL US THAT. WE SIT UP HERE AND WE TALK ABOUT THAT AND WE REALLY NEED TO START PUTTING THAT INTO ACTION. WHILE DOING THAT WE NEED TO CONSIDER WHAT HAS HAPPENED BEFORE.

BECAUSE LIKE IN THIS CASE, AS THE PREVIOUS SPEAKER SAID, WE HAVE BUILT OTHER APARTMENTS AND APPROVED OTHER ZONING UP ON THE SAME AREA. SO WE CAN'T JUST SUDDENLY DECIDE ANYONE WHO PUTS A NEW THING IN WE'RE GOING TO TELL THEM NO BECAUSE WE'VE LET EVERYBODY ELSE DO IT.

WE NEED TO START THINKING HOW DOES EVERYONE ALWAYS SAY, YOU KNOW, TEN YEARS INTO THE FUTURE RATHER THAN FIVE YEARS INTO THE FUTURE. SO I DO AGREE.

I DO THINK THAT WE SHOULD VOTE YES AND GET THIS PASSED.

IN FAIRNESS, TO BE HONEST WITH YOU, AND WE NEED TO START -- EVERYBODY KNOWS THAT I VOTE YES ON EVERY ZONING ORDINANCE.

I'M STARTING TO SERIOUS TAKE INTO CONSIDERATION AND LOOK WHAT IS GOING ON WITH THESE. SO I'M VOTING YES ON THIS ONE.

BUT I DO ABSOLUTELY AGREE THAT WE NEED TO START TAKING INTO CONSIDERATION. AND WE NEED TO START FIXING THE ROADS. THANK YOU.

ROAD. I ALSO KNOW THAT A FELLOW COUNCIL MEMBER HAD ASKED IF I HAD HEARD FROM ANYONE IN THAT AREA. I DID HEAR FROM ONE AND THEY WERE VERY CONCERNED ABOUT IT. BUT ONE OF THE THINGS I DID TALK TO THEM ABOUT WAS THAT THERE IS GOING TO BE A LIGHT THAT IS PUT AT THE END THERE, THAT ACTUALLY QUICK TRIP IS CONTRIBUTING TO AS WELL. I UNDERSTAND THAT IT IS GOING TO ADD TRAFFIC. ANYTHING WOULD ADD TRAFFIC ACROSS THE STREET THERE. WHETHER IT WAS A HOTEL OR ANYTHING ELSE. YOU HAVE TO TAKE A MYRIAD OF CONCERNS IN TO INCLUDE WHAT COULD POSSIBLY GO BEHIND THAT GAS STATION WITH THAT SCHOOL RIGHT THERE.

I THINK IT WOULD BE MUCH MORE CONCERNED WITH TRANSIENT PEOPLE BEING THERE THAT CLOSE TO THE SCHOOL THAN I WOULD BE PEOPLE RESIDING THERE. SO FOR THAT REASON, I WILL STILL BE VOTING IN FAVOR OF IT. AND LETTING THOSE RESIDENTS KNOW ON POWELL ROAD THAT ONCE THAT LIGHT IS IN THERE, THAT EXPANSION IS DONE IN THAT AREA THERE, IT IS GOING TO BE PAINFUL UNTIL IT GETS THERE, AS IT IS RIGHT NOW, BUT ONCE THAT WORK IS DONE, IT IS GOING TO WORK A LOT BETTER.

I HAVE TALKED WITH THE STREET DEPARTMENT ABOUT HOW ALL OF THE DIFFERENT LIGHTS ALONG THERE WILL WORK BETTER.

IT'S GOING TO MAKE IT EASIER FOR THOSE RESIDENTS TO BE ABLE
