FIRST WE GIVE YOU A QUICK UPDATE OF WHERE WE ARE WITH THE COMPREHENSIVE PLAN TO DATE. SARAH COOK, LONG-RANGE PLANNER, SPEAR HEADING THIS AS THE PROJECT MANAGER AND SHE WOULD LIKE TO GIVE YOU A COUPLE SLIDE UPDATES IN FRONT OF YOU IS A MA LITTLE IN A FOLL MANILA FOLLOWED MANILA FOLDER. >> ALL RIGHT, SO CENTRAL PURPOSE OF THE COMPREHENSIVE PLAN IS TO REPLACE THE 23-YEAR-OLD 1999 LAND USE PLAN.

THIS DOCUMENT IS SN SIGNIFICANT BASEBECAUSE IT IS THE BASIS FOR PROVIDING A FRAMEWORK FOR CITY AND COUNTY.

ADMITTEDLY, PARTS OF IT ARE NO LONGER RELEVANT OR CURRENT.

THE COMPREHENSIVE PLAN WILL REPLACE THIS DOCUMENT AND BE THE FOUNDATION RPC RECOMMENDATIONS. BUT THE MAIN PURPOSE OF THE COMPREHENSIVE PLAN IS TO LAY OUT A COMMUNITY-WIDE VISION FOR NOT ONLY WHERE WE GROW BUT ALSO HOW WE GROW.

THIS VISION SHOULD SERVE TO GUIDE THE WISEST AND BEST USE OF OUR LAND IN COORDINATION WITH INFRASTRUCTURE, SERVICES, OPEN SPACE, AND COMMUNITY GOALS. THIS VISION WILL BE SHAPED BY PREVIOUS PLANS AND STUDIES, PUBLIC INPUT AND A THOROUGH EXISTING CONDITIONS ANALYSIS. AND ONCE WE HAVE THIS PLAN IN PLACE, IT WILL ALLOW US TO EVALUATE OUR CURRENT TOOL KIT OF ZONING DISTRICTS AND OTHER DEVELOPMENT MECHANISMS TO SEE IF OUR EXISTING TOOLS THAT WE HAVE AVAILABLE NOW WILL ENABLE THE I AM PIMPLEMENTATION FOR WIDE VISN AND GOALS ARE THERE MISSING TOOLS AND ONES THAT MIGHT NEED TO BE UPDATED.

THE PLAN WILL ALSO PROVIDE A FRAMEWORK FOR SMALLER NEIGHBORHOOD AND AREA PLANS AND HELP TO IDENTIFY AND PRIORITIZE NEEDED INFRASTRUCTURE IMPROVEMENTS.

OKAY. SO WE HAVE OUTLINED AN EIGHT-STEP PROCESS. STEP 8 AT THE BOTTOM THERE IS REALLY AN ONGOING PROCESS OF COMMUNITY INPUT AND FEEDBACK LOOPS THROUGHOUT THE PLANNING PHASES.

SO STEP ONE AND TWO, PROJECT INITIATION AND EXISTING CONDITIONS, DURING THE PROJECT INITIATION, OUR CONSULTANT TEAM WHICH I WILL PROVIDE AN INTRODUCTION TO IN A LITTLE BIT, THEY WILL BE VISITING OUR CITY AND COUNTY FOR THREE DAYS.

THEY WILL BE IN WORKSHOPS WITH APPOINTED AND ELECTED OFFICIALS.

OUR THREE COMPREHENSIVE PLAN COMMITTEES, WHICH INCLUDES A STEERING COMMITTEE COMPRISED OF OUR PLANNING COMMISSIONERS, TECHNICAL COMMITTEE WHICH IS OUR DEPARTMENT HEADS, CITY AND COUNTY DEPARTMENT HEADS, AND A CITIZEN AND STAKEHOLDER COMMITTEE WHICH IS A DIVERSE GROUP OF CITIZENS FROM ALL AGES, ALL BACKGROUNDS, AND DIFFERENT GEOGRAPHIES OF THE CITY AND COUNTY. AND THEN THEY WILL ALSO BE MEETING WITH KEY STAKEHOLDERS WHICH INCLUDE THE SCHOOL SYSTEM, APSU, FORT CAMPBELL, THE INDUSTRIAL DEVELOPMENT BOARD AND OTHERS. DURING THE PROJECT INITIATION PHASE, THEY ARE ALSO HELPING TO PREPARE AN EXISTING CONDITIONS ASSESSMENT WILL PROVIDE THE BASELINE FOR FUTURE LAND USE NEEDS AND RECOMMENDATIONS. TOPICS COVERED ARE DEMOGRAPHICS AND POPULATION TRENDS, ECONOMIC AND MARKET ANALYSIS TRENDS, TRANSPORTATION AND UTILITIES, ENVIRONMENT AND OPEN SPACE.

THE CONSULTANT TEAM WILL BE HERE THROUGH THE END OF MARCH THROUGH APRIL 1ST, A THREE-DAY VISIT, AND RETURNING IN THE SUMMER TO HOST A SERIES OF COMMUNITY-WIDE VISIONING SHERETS, THAT WILL BE LOCATED IN DIFFERENT GEOGRAPHIES THROUGHOUT THE CITY AND COUNTY AND OPEN TO THE PUBLIC AND RESIDENTS AT LARGE.

AND DURING THESE VISIONING WORKSHOPS, WE WILL BE SETTING OUR KEY GOALS AND THESE GOALS MIGHT BE ORGANIZED INTO SEPARATE BUCKETS, SAY, TRANSPORTATION, HOUSING, ENVIRONMENTAL ISSUES OR NEEDS. ET CETERA.

THEN OUR GOALS, OUR COMMUNITY-WIDE GOALS AND PRIORITIES WILL DEFINE THREE DIFFERENT FUTURE GROWTH SCENARIO MODELS. EACH ONE OF THOSE GROWTH MODELS WILL BE, THEN, COMPARED TO HOW THEY MEASURE UP TO OUR COMMUNITY VISION AND GOALS. AND THEN WE WILL CHOOSE AN IDEAL GROWTH SCENARIO. > AND STEPS 5 AND 6, WE WILL BE SETTING AN AREA PLANNED FRAMEWORK.

WE WILL BE TAKING THE WHOLE VISION FOR THE CITY AND COUNTY AND BREAKING THAT DOWN INTO MORE ZOOMED IN AREAS.

THE LAND USE PLAN FROM 1999 IDENTIFIED 17 DIFFERENT AREAS.

AND THE IDENTITY AND THE DEVELOPMENT PATTERNS AND THE NAMING OF SOME OF THOSE HAS SHIFTED IN THE PAST 23 YEARS.

SO WE WANT TO ASSESS THE BOUNDARIES OF THOSE DIFFERENT AREAS AND PROVIDE A FRAMEWORK FOR FUTURE STUDY AND AREA PLANS.

>>> AND THEN IN THE FINAL STEP, WHICH 18 MONTHS FROM NOW, IT IS ABOUT A YEAR AND SIX MONTH PROCESS, SO JULY 23, WE WILL BE CREATING DRAFT PLAN RECOMMENDATIONS AND THEN MOVING INTO A FINAL PLAN AND ADOPTION. AND IN EACH ONE OF THESE STEPS, THEY WILL BE A POINT AT WHICH PEOPLE CAN PROVIDE PUBLIC INPUT AND PUBLIC ENGAGEMENT. OKAY.

SO I MENTIONED WE BROUGHT ON BOARD A CONSULTANT TEAM.

H ORUSEL AND LEVINE. AWARD WINNING FIRM.

WE PUT OUT A REQUEST FOR PROPOSALS.

WE GOT NINE PROPOSALS FROM THAT QUEREQUEST AND WE SET UP A RANKG SYSTEM AND HOUUSEL AND LEVINE WS CHOSEN.

THEY WORK WITH OVER 400 COMMUNITIES ACROSS THE COUNTRY AND DEVELOPED OVER 140 COMPREHENSIVE PLANS.

AND THEY GIVE US ACCESS TO SOME PROPPROPRIETARY SOFTWARE.

ONE OF THEM SENARO MODELING, WHICH I MENTIONED EARLIER, AND THEN CROWD SOURCE MAPPING, SO THIS IS A WAY TO GATHER THOUSANDS OF DIFFERENT DATA POINTS OR LONGER PERIOD OF TIME THAN YOUR TRADITIONAL TOWN HALL STYLE MEETING OR SHERET WHERE YOU ARE MEETING OVER A TWO-HOUR PERIOD AND ONLY A CERTAIN NUMBER OF PEOPLE WILL BE IN THE ROOM. WE WILL BE HAVING IN-PERSON WORKSHOPS BUT HAVE THIS MAPPING TOOL AVAILABLE AS WELL.

AND HAVING THESE VISUALIZATIONS CAN HELP US UNDERSTAND THE PLAN MORE. MASO WE ARE IN THE PROJECT INITIATION PHASE. AND WE DO HAVE SOME OPPORTUNITIES FOR PUBLIC ENGAGEMENT NOW.

MUCH LIKE OURS, URBAN CENTERS AND VERY RURAL FRINGE, ABOUT TWICE THE SIZE OF MONTGOMERY COUNTY BUT IT HAS ARMY AND AIR FORCE IN THE COMMUNITY. THEIR EXPERIENCE WITH YOU ARE A

THERE IS AN EXIST HOME ON THIS SITE AND THE APPLICANT STATEMENT IS TO INCLUDE THIS PORTION OF THE PROPERTY WITH A SUBDIVISION TO THE NORTH AND THE EXISTING HOUSE WILL REMAIN.

THE APPLICANT STATEMENT IS TO IMPROVE THE AESTHETICS OF THE NEIGHBORHOOD, REMICROSOFT REMOVE CURRENT STRUCTURE AND REPLACING WITH SEVERAL SINGLE FAMILY HOUSES.

THEY RECENTLY GRADED THE PROPERTY OUT.

FOCUS PRIMARILY ON PERSONS WHO ARE HOMELESS OR AT RISK OF HOMELESS. PERSONS WHO ARE VICTIMS OF DOMESTIC VIOLENCE WILL ALSO BE A PRIMARY FOCUS.

HE IS DONATING THAT PROPERTY TO US.

PART OF WHAT THAT INTERNATIONAL FIRE CODE PROVIDES FOR IS AN APPEALS BOARD WHEN PEOPLE ARE AAGRIEVED BY THE DECISION OF THE FIRE CHIEF. THESE FIVE MEMBERS WILL BE APPOINTED BY THE MAYOR, YOU WILL HAVE TO APPROVE THEM.

THEY ARE SUBJECT TO YOUR APPROVAL, AND THEY WILL HAVE TO HAVE SOME KIND OF EXPERTISE IN -- THEY CAN BE INSURANCE RISK MANAGERS, FIRE INVESTIGATORS, RETIRED FIREFIGHTERS, THAT SORT OF THING. AND SO YOU WILL HAVE, ON NEXT WEEK'S AGENDA, A SEPARATE RESOLUTION TO APPOINT THOSE MEMBERS. YOU MIGHT SAY, WHY DON'T WE ADD IT TO RESOLUTION 51. THAT'S BECAUSE WE DON'T KNOW IF YOU ARE GOING TO ACTUALLY APPROVE ORDINANCE 79.

AND YOU CAN'T ESTABLISH A BOARD THAT'S CALLED FOR BY AN ORDINANCE UNTIL THAT ORDINANCE IS APPROVED.

SO ONCE YOU HAVE VOTE ON THE CONSENT AGENDA, ORDINANCE 79, THAT ORDINANCE WILL BE EFFECTIVE UPON ADOPTION AND THEN UNDER NEW BUSINESS, THERE WILL BE A SEPARATE RESOLUTION TO APPROVE THE APPOINTMENTS OF FIVE MEMBERS FOR THIS APPEAL BOARD.
